Déclaration des Citoyens vietnamiens libres



Nous, soussignés, appelons nos concitoyens à nous rejoindre pour déclarer ensemble que:

1. Nous voulons non seulement supprimer l'article 4 de la Constitution, mais aussi organiser un Congrès constitutionnel pour établir une nouvelle Constitution; celle qui reflèterait la vraie volonté de l’ensemble du peuple vietnamien, et non pas la volonté du Parti communiste telle que défend la Constitution actuelle.

2. Nous soutenons le pluralisme, le multipartisme, et tous les partis politiques qui se concurrencent loyalement pour la liberté, la démocratie, la paix et le progrès du peuple vietnamien. Aucun parti politique, quelque que soit le statut, n'aura le droit de manipuler notre nation par le totalitarisme.

3. Nous soutenons la création d’un Etat fondé non seulement sur la séparation des pouvoirs (séparation du législatif, de l’exécutif et du judiciaire), mais aussi sur la décentralisation du pouvoir gouvernemental, c’est-à-dire un système qui augmente l'autonomie des régions et établit des administrations locales fortes. Nous soutenons la suppression de grandes entreprises nationales (ou entreprises soutenues par l'État) ainsi que celle des institutions publiques qui emploient improprement le budget national, qui détournent les biens collectifs, et qui détruisent la confiance, l’esprit et la solidarité du peuple vietnamien.

4. Nous soutenons l’apolitisme de l'armée. L'existence de l’armée a pour but de protéger le peuple & la patrie, de défendre la souveraineté nationale, et non pas de servir n’importe quel parti politique.

5. Nous affirmons avoir le droit de faire la déclaration ci-présente, et que tous les autres vietnamiens possèdent le même droit. Nous sommes en train d’appliquer les droits fondamentaux de l’homme qu’il s’agit de la liberté d'expression et la liberté de pensée. Ces droits sont acquis par chaque être humain à la naissance; ils sont reconnus et respectés par le peuple vietnamien; Ces droits n’ont pas été distribués par le Parti Communiste Vietnamien, par conséquent, ce dernier n'a en aucun cas le droit de nous en déposséder, ni d’en juger. De ce fait, nous considérons que tous les jugements et accusations à notre égard sont des diffamations. Et nous croyons que ceux qui s'opposent à ces droits de l'homme s’opposent aussi aux intérêts nationaux et au progrès de l'humanité.

Wir, die Unterzeichner, appellieren an alle Bürgerinnen und Bürger, sich unserem Aufruf anzuschließen

1. Wir wollen nicht nur Artikel 4 der Verfassung abschaffen, sondern im Rahmen eines Nationalen Kongresses eine neue Verfassung erarbeiten, die den Willen des Volkes wieder spiegelt und nicht den der kommunistischen Partei, wie in der jetzigen Verfassung noch ist. 

2. Wir unterstützen ein pluralistisches Mehrparteiensystem und alle politische Parteien, die im fairen Wettbewerb für die Entwicklung der Freiheit und des Friedens sowie zum Wohl des Volkes arbeiten. Keine Partei hat das Recht, die Nation zu kontrollieren und zu tyrannisieren. 

3. Wir unterstützen nicht nur ein demokratisches System, in dem die Unabhängigkeit der Exekutive, der Legislative und der Judikative gewahrt wird, sondern auch eine Regierung, die ihre Macht dezentralisiert, in dem sie die Behörden auf der lokalen Ebene stärkt und die vom Staat geförderten Konsortien sowie alle Staatsbetriebe, die das Staatsbudget missbrauchen, Korruption fördern, das Vertrauen des Volkes zerstören und die Einheit der Nation vernichten, abschafft 

4. Wir unterstützen ein Militär, das unparteiisch und ohne Parteizugehörigkeit ist. Das Militär soll das Volk und das Land schützen, die nationale Souveränität verteidigen und keiner Partei dienen 

5. Wir nehmen uns das Recht, das Obengenannte zu deklarieren und zu sagen, dass alle vietnamesischen Mitbürger das gleiche Recht haben.

Wir erklären, dass wir unser fundamentales Menschenrecht ausüben, das das Recht auf Meinungs- und Redefreiheit beinhaltet. Diese sind natürliche Rechte, die jedem Menschen inhärent sind. Das vietnamesische Volk anerkennt und respektiert diese universalen Rechte. Diese Rechte wurden uns nicht von der kommunistischen Partei erteilt. Die kommunistische Partei hat nicht das Recht, sie uns weg zunehmen oder uns daran zu hindern, sie in Anspruch zu nehmen,. Wir erachten jedes Urteil oder jede Anschuldigung gegen uns als einen Akt der Diffamierung. Wir glauben, dass jeder, der diese Menschenrechte ablehnt auch gegen das nationale Interesse und die menschliche Zivilisation ist 

Wir reichen uns die Hände und verwandeln diese Deklaration der freien Bürgerinnen und Bürger in ein untrennbares Band, das Millionen von vietnamesischen Herzen verbindet.

Declaration of Free vietnamese Citizens


We, the undersigned, call upon our fellow citizens to join us in declaring: 

1. We not only want to abolish Article 4 in the Constitution, but also to have a Constitutional Congress to establish a new constitution that truly reflects the will of our people, not the will of the communist party as currently in the constitution in force. 

2. We support a pluralistic and multi-party system, and all political parties who fairly compete for the advancement of freedom, peace, and prosperity of the people of Vietnam. No political party has the right to control, and to tyrannize this nation.

3. We not only support a democratic system which upholds the independence of the executive, the legislative and the judiciary, but also wish for a government that decentralizes its power by empowering the autonomy of local levels of government, and eradicates the state-sponsored consortium, and all state-owned corporations, which misuse national budget, breed corruption, destroy the people's faith, will and the spirit of our national unity. 

4. We support for the military becoming non-partisan, free from the party affiliation. The military is to protect the people, the land, and defend national sovereignty, not to serve any political party. 

5. We assert the right to declare the above and that all our fellow Vietnamese citizens share the same right. 

We affirm that we are exercising our fundamental human rights which constitute the rights of free thoughts and free expression. These are natural rights that are inherent in every human being at birth. The Vietnamese people recognize and respect these universal rights. These rights are not granted to us by the Communist party and hence, the communist party has no right to dispossess us of them nor to judge them. We deem any judgment or accusation aimed at us an act of defamation. We believe anyone who opposes these human rights is also against our national interests and mankind's civilization. 

Let us join hands to turn this Declaration of Free Citizens into an unbreakable tie that bonds together millions of Vietnamese hearts. Let us raise our voice by signing our names at the following email address: tuyenbocongdantudo@gmail.com

Quế Hà (Thanh Niên) - Chiều tối 8.3, trên mạng xuất hiện một video clip dài 1 phút 23 giây với tiêu đề Công an thị trấn Malam đánh dân. Clip có hình ảnh một người mặc sắc phục công an cùng với dân phòng còng tay một người ở trần, mặc quần đùi, buộc lên xe đưa về trụ sở.

Khi người này phản ứng thì bị một dân phòng "vắt" ngang lên yên xe. Sau đó, người dân phòng này nắm hai chân đưa lên cao, làm nạn nhân chúi đầu xuống đất rất bất nhẫn. Lát sau thì người công an mới tháo còng cho nạn nhân.

Trao đổi với PV Thanh Niên, ông Ngô Duy Nhân, Trưởng ban Tuyên giáo thị trấn Ma Lâm, H.Hàm Thuận Bắc (Bình Thuận), khẳng định hình ảnh trong video clip phản ánh một công an viên thị trấn Ma Lâm và 3 dân phòng bắt ông Đào Xuân Do (51 tuổi, trú ở Tổ tự quản số 7, KP1, thị trấn Ma Lâm). Cũng theo ông Nhân, người công an mang quân hàm thượng sĩ là CSKV tên Phan Văn Hòa, còn người ôm ông Do “vứt” lên xe máy, rồi vứt xuống đường là dân phòng Thông Minh Anh. Hiện chưa rõ nguyên nhân dẫn đến vụ việc. Thượng tá Trần Bá Sơn, Trưởng công an H.Hàm Thuận Bắc cũng khẳng định sự việc xảy ra tại địa bàn mình quản lý và hứa sáng nay (9.3) sẽ xử lý vụ việc.

Critics Pile on Vietnam Government in Rare Debate

ABCnews :Vietnam's leaders sought to boost their flagging legitimacy by asking the public for suggestions on constitutional reform. What they got instead was rare open criticism of one-party rule, a fired journalist turned poster boy for dissent, and another lesson on how the Internet has changed the rules of governance.
The flurry of criticism has put Communist Party chiefs on the defensive, upping the pressure on them amid widespread discontent over high-level corruption and a stuttering economy. Those behind the outpouring — a grouping of intellectuals and former officials — say they have no intention of shutting up.
"Many of our fellow countrymen and soldiers have sacrificed themselves to build this current regime," said Le Hieu Dang, former vice chairman of a Communist Party-run organization in Ho Chi Minh City. "Going against the rights of the people can't be tolerated after the blood that has been shed."
Dang and 71 others released their own proposed constitution on the Internet in response to the government's request for public comments on its draft. They also handed a copy to the committee in charge of revising the constitution, which is being amended for the first time in 20 years.
Their version removes Article 4 — which stipulates that the Communist Party is the sole political force in the country — and calls for other things anathema to ruling officials such as free elections and free media. It spread quickly on blogs in a country where more than one-third of the 87 million people are online, sparking more debate.
The head of the committee revising the constitution said they had gone too far.
"Abusing the garnering of ideas on the revised constitution to propagandize and lobby for the people to oppose the party and the government ... must be resolutely prevented," Nguyen Sinh Hung said in a meeting shown on state-owned television Wednesday night.
The government asked for suggestions on the proposed constitution revision in January, saying people would have three months to do so and opening up a comments page on its website. The 72 petitioners used the opportunity to test the limits of the government's willingness to debate. More than 6,000 people have since stated their support for the group's version online.
"We need to have open discussions. Why are their ideas published in the state media, but not ours?" Dang said by telephone from Ho Chi Minh City. "We use the Internet."
Vietnam opened up its economy in the 1990s, but retains a closed political system that rarely allows dissent. Long prison sentences are common for dissidents. The Internet has opened up new avenues for those who oppose the government, or discuss alternative ways of governance. Within the party there are also tensions between the old guard and progressives. They too find their way onto blogs.
On Tuesday, journalist Nguyen Dac Kien was fired by his state-run newspaper after he blogged about an attack by the Communist Party chief on those calling for greater constitutional reforms. It's made Kien into something of a hero for those who oppose the government.
While the government's grip on power is secure for now, the flowering of open political discussion could deepen a sense of crisis within the ruling elite.
"The party leadership has lost control over the discussion. Like it or not, there is in Vietnam a debate on the constitution, with even longtime party members weighing," said Jonathan D. London, a Vietnam expert at the City University of Hong Kong. "Bottling it up at this point will be no easy task."
The government is revising the constitution for the first time since 1992, citing the need to speed up the country's development.
The most significant change in the draft on the government's website is the removal of a stipulation that the state sector "plays the leading" role in the national economy. That suggests that the government may dismantle corruption-riddled and unproductive state-owned enterprises that eat up much of the national budget and have been blamed for the current economic difficulties.

Mấy ngày gần đây, trên một số trang mạng trong và ngoài nước xuất hiện thư tố cáo của ông Phạm Hiện, 91 tuổi đời, 67 tuổi đảng, tố cáo PTT Hoàng Trung Hải khai man lý lịch và buôn lậu ma tuý:
1. – Ông “Phạm Hiện, lão thành cách mạng 91 tuổi, 67 tuổi Đảng” tố cáo MỘT PHÓ THỦ TƯỚNG GỐC HOA KHAI MAN LÝ LỊCH, BUÔN LẬU MA TÚY (Trí nhân Media). BS cũng nhận được thư tố cáo này sáng nay, nhưng không đăng, nay điểm trên trang này, với hy vọng các cơ quan chức năng liên lạc với tác giả bức thư để làm rõ.
2. Bài trên trang Dân Làm Báo, Thông Luận, Vàng Anh, Tin Tức Hàng Ngày và các trang mạng khác:
Dưới đây, tôi xin đăng thư tố cáo của ông Phạm Hiện.

Kính gửi: Các đồng chí lãnh đạo Đảng, Nhà nước, Chính phủ, Quốc hội
Tôi là Phạm Hiện, lão thành cách mạng 91 tuổi, 67 tuổi Đảng, năm 1940 từng tham gia rải truyền đơn cách mạng ở khu mỏ Hòn Gai, năm 1943 về Hà Nội tham gia Công hội Đỏ, năm 1945 lên chiến khu vào Giải Phóng Quân và nhập ngũ từ đấy, năm 1977 là Chánh Văn phòng Ban B68 của Trung ương Đảng do đồng chí Trần Xuân Bách phụ trách, công tác ở Campuchia. Do bị mổ nhiều lần, lại tuổi cao sức yếu cần được nghỉ ngơi, nhưng thấy có một việc quá hệ trọng, nguy hại đến Đảng và đất nước nên phải viết bài này gửi các đồng chí và các đồng chí đảng viên để mong cùng được quan tâm.
Năm 2001, qua đơn thư tố cáo và nguồn tin phản ánh của cán bộ thuộc Thành ủy và Công an Hải Phòng, đồng chí Vũ Quốc Hùng, ủy viên TW Đảng, Phó Chủ nhiệm Ủy ban Kiểm tra TW đã đề nghị Bộ Chính trị, Ban Bí thư cho thẩm tra việc khai man lý lịch bản thân và gia đình của ông Hoàng Trung Hải. Ban Bảo vệ Chính trị nội bộ TW đã quyết định thành lập Đoàn Kiểm tra do đ/c Nguyễn Bình Giang, Phó trưởng ban Thường trực Ban BVCTNBTƯ, ủy viên TWĐ các khóa 6,7,8 phụ trách và đã xác định: “Về thành phần dân tộc, quê quán mà đ/c Hoàng Trung Hải UVTW Đảng, Thứ trưởng Bộ Công nghiệp đã khai trong lý lịch từ ngày vào Đảng đến nay là không đúng sự thật”. Ông Hải đã khai sinh là người dân tộc Kinh, quê Quỳnh Giao, Quỳnh Phụ, Thái Bình mặc dù sự thật là người gốc Hoa, quê tại Long Khuê, Chương Thâu, Phúc Kiến, Trung Quốc.
Bố đẻ ông Hoàng Trung Hải người Trung Quốc tên là Sì Sói (tên Việt là Hoàng Tài), trong lý lịch Đảng viên năm 1952 còn lưu trữ ở Cục Cán bộ Bộ Quốc phòng đã khai: dân tộc Trung Hoa, trong lý lịch khai lại tháng 4/1954 khai: Hoa Kiều. Theo hồ sơ lưu trữ của công an Hải Phòng, ở Bản Đăng ký Hộ khẩu ngày 15-6-1977 và bàn khai nhân khẩu ngày01-3-1979, bác ruột của ông HTH tên là Coọc Dzếnh sinh năm 1926, dân tộc Hán, quê: Long Khê, Chương Thâu, Phúc Kiến, Trung Quốc. Chú ruột HTH sinh năm 1936 cũng khai trong sổ hộ khẩu là dân tộc Hán.

Trong Báo cáo của Công an Hải Phòng có đoạn viết: “Đ/c Hải có một người chú ruột tên là Hoàng Quốc Chí vào Đảng năm 1954, đến năm 1982 bị xóa tên khỏi ĐCSVN vì lý lịch không trung thực, quan hệ phức tạp, có tư tưởng quan điểm sai trái, phát ngôn vô tổ chức, hay chửi bới, nói xấu chế độ…” .
Một đảng viên vi phạm Điều lệ Đảng, không trung thực với Đảng, với tổ chức, dấu giếm, khai man lý lịch, vi phạm Điều 1 Quy định số 57-QĐ/TW ngày 03-9-2007 của Bộ Chính trị khóa X, thông thường phải bị đuổi khỏi Đảng mà sao lại được cho giữ đến chức Phó Thủ tướng ??? !!!.
Điều phản nghịch này có thể xuất phát từ hai lý do. Lý do thứ nhất xuất phát từ điều bí ẩn liên quan đến sự điều hành ngầm của Trung Quốc. Hai là, do HTH đã rất “tài” trong việc nịnh bợ mua chuộc cán bộ lãnh đạo, đút lót, chạy quyền, chạy chức.
Năm 2001, khi nghe tin bị thẩm tra, HTH lo sợ cuống cuồng đã mở chiến dịch “bồi dưỡng” hàng loạt cán bộ lãnh đạo. Riêng Đ/c Nguyễn Bình Giang, trưởng đoàn Thẩm tra của Ban BVCTNBTW được “bồi dưỡng” năm triêu gồm 05 tờ ngân phiếu, mỗi tờ một triệu, nhưng đ/c Giang không nhận. Đ/c N.B Giang ĐTDD (0913 217 717).
Khi đã khỏi vòng cong đuôi rồi HTH lại nghênh ngang thách thức bằng cách cho người gọi điện cho Trưởng đoàn Thẩm tra của Ban BVCTNBTW hẹn ra một địa điểm gần khách sạn Đai U. Thấy giọng lạ, đ/c Giang hỏi ra đấy có việc gì thì được trả lời “Cứ ra khắc biết”. Tại địa điểm hẹn lúc ấy đ/c Trưởng đoàn Thanh tra thấy HTH đang vui vẻ tươi cười với một đoàn người Trung Quốc ăn mặc sang trong, từ khách sạn Đai-U đi ra.
Ngoài thế lực ngầm nào đó từ Trung Quốc, chắc chắn HTH đã dùng tiền mua được khá nhiều cán bộ lãnh đạo. Bà Diễm Hồng, vợ đ/c Phan Diễn (lúc ấy là Thường trực Ban Bí thư) được ban cho nhiều Hợp đồng Bảo hiểm trị giá hàng trăm triệu Đola. Họ hàng, thân tín của thủ tướng Phan Văn Khải cũng được đối xử rất hậu hĩnh. HTH còn khoe: “Cụ Mạnh TBT ủng hộ tôi và nói đã đưa vấn đề lịch sử chính trị bản thân và gia đình tôi vào két sắt khóa lại vĩnh viễn. Từ nay sẽ chẳng còn một ai “dám” hoặc “có thể” lật lại được vấn đề nữa …”.
Tiền đâu mà HTH mua được hết các quan to và hối lộ, đút lót khắp nơi như vậy?
Tiền buôn lậu ma túy.
Một trí thức trẻ tên là Lê Anh Hùng, sinh năm 1973, nhiều năm qua đã gửi nhiều đơn thư và bản tường trình dày hàng trăm trang với đầy đủ chứng lý đi khắp nơi, đưa cả lên mạng, để tố cáo một số vị lãnh đạo cao cấp nhất của Đảng, Nhà nước, Chính phủ, Quốc hội đã và đang bị HTH mua chuộc rồi đưa vào tròng để bị HTH dắt mũi. L.A. Hùng bị đưa vào nhà thương điên nhưng vì có các thế lực giằng co nên anh lại được thả ra. Anh tiếp tục dịch những cuốn sách tiếng Anh trình độ cao và viết nhiều bài chính trị, kinh tế rất trí tuệ, chứng tỏ là người không những không điên mà còn rất thông minh và có tài. Ngày 01-6-2012 mới đây anh lại vừa tung lên mạng bài “ĐƠN TỐ GIÁC VỀ BĂNG ĐẢNG MA TÚY CỦA ÔNG HOÀNG TRUNG HẢI TẠI CÔNG TY MAY VIỆT TIẾN”.
Trong lá đơn này LAH kể rằng chính vợ anh (Lê thị Phương Anh, sinh năm 1984) đã bị lừa đưa vào băng đảng ma túy của HTH, đã từng làm tổ trưởng của Tổng công ty May Việt Tiến tại Tràng Tiền Plaza, trong đó có kho chứa ma túy của băng đảng HTH. Bức thư có đoạn: “Vợ tôi kể một lần cô ấy xách hai va ly ma túy đi giao hàng, vừa ra khỏi tòa nhà Tràng Tiền Plaza thì bị công an ập tới bắt giữ. Tuy nhiên, chưa đầy hai tiếng sau cô ấy lại được thả ra. Sau này Trọng cho vợ tôi biết là lần ấy chính ông Hoàng Trung Hải đã can thiệp để cứu vợ tôi … Vào tháng 6-2007, sau khi nghe vợ tôi tố cáo ông H.T. Hải buôn bán ma túy, ông Nguyễn Khánh Toàn (Thứ trưởng TT Bộ Công an) đã định vào Đông Hà rồi cùng tôi vào Quy Nhơn để điều tra – điều này cũng đồng nghĩa với việc ít nhất là Bộ Công an cũng đã nghi vấn về cái chết của tay trợ lý thân cận của ông HTH từ lâu… Trong thời gian tham gia băng đảng ma túy của ông Hoàng Trung Hải, vợ tôi đã biết nhiều vụ giết người diệt khẩu do băng nhóm này thực hiện dưới sự chỉ đạo của ông HTH. Sau đây là 5 trong số những nạn nhân đó: (1) Viên trợ lý người Quy Nhơn của ông HTH (vụ này do chính ông HTH “sám hối” và kể với vợ tôi), (2) Loan (vụ này do Thuỷ cho vợ tôi biết sau khi vợ tôi từ Anh trở về đầu năm 2008 v v … ”.

FOUR-YEAR JAIL SENTENCE FOR UNDERCOVER REPORTING INTO POLICE CORRUPTION

Reporters Without Borders is outraged by the four-year jail sentence that a Ho Chi Minh City people’s court passed today on Nguyen Van Khuong, a reporter for the Tuoi Tre daily newspaper who uses the pen-name of Hoang Khuong.
Khuong, who has been held since January, was convicted of giving bribes to police officers. He was arrested after writing two stories about police corruption for which he did some undercover reporting, posing as a traffic offender pretending to bribe a policeman.
"This sentence is as unfair as it is disgraceful," Reporters Without Borders director-general Christophe Deloire said. "By sanctioning Khuong for his investigative reporting and his two stories on police corruption, Judge Nguyen Thi Thu Thuy has transformed a public service into a crime punishable by imprisonment.
"The fact that the authorities only learned about this matter after Khuong’s articles were published proves his honesty. And by citing his reporting as an extenuating circumstance, the verdict acknowledged its usefulness. We urge the court to overturn this conviction and release him without delay."
Tuoi Tre reported that prosecutors requested a sentence of 6 to 7 years in prison but the court gave him a lesser one on the grounds that his contribution as journalist should be taken into account.
Khuong ’s home and office were searched when police arrested him in Ho Chi Minh City on 2 January in connection with his research for an article in which he adopted a traffic offender’s identity and, using an intermediary, paid a bribe of 15 million dong (715 dollars) to a traffic policemen, Huynh Minh Duc, to obtain the release of an impounded vehicle.
Khuong’s stories about police officers who take bribes to turn a blind eye to traffic violations have made him famous and have prompted angry criticism of the police by the public.
The police officer got a five-year sentence for taking the bribe. Khuong’s brother-in-law was also sentenced to five years in prison.

China's mainland home to 247 'cancer villages'

China has more than 247 "cancer villages" throughout the mainland, according to a map that is being widely circulated on the Internet.

The map caught the public's attention after the Ministry of Environmental Protection admitted earlier this month the existence of such villages and said pollution was to blame for high cancer rates among their residents.
The map was said to have been drawn up by a Chinese university student after research into data and media reports.
Although such villages are found in around 27 regions, many of them are located in central Henan and eastern Jiangsu provinces.
The number of such villages is a sharp increase compared to another widely circulated map published by social activist Deng Fei several years ago.
Deng identified just over 100 "cancer villages."
In Yangqiao Village of Yancheng City in Jiangsu, more than 20 villagers have been reported as dying of cancer, mainly from lung and esophageal cancers, from 2001 to 2004.
The pollution in the air was so bad, it was reported, that villagers had to cover their mouths and noses with wet towels when sleeping.
In Dongjin Village in the same city, nearly 100 villagers were said to have died of cancer from 2001 to 2006 as the result of pollution caused by a chemical company. The firm offered 70 yuan (US$11) to each villager as "subsidy" after it was sued by victims, China Business Journal reported.
In a village in Henan, a total of 79 villagers died of cancer in four years after a growing number of paper manufacturing factories discharged industrial waste into river, turning it as black as ink.
The environmental ministry has published a plan to prevent and control risks brought by chemicals to the environment.
The ministry said China was still producing and using toxic chemicals which were banned in some developed countries because of their threat to human health and the environment.



"Various chemicals have been detected in some rivers, lakes and inshore waters, as well as in animals and human bodies in recent years," the ministry said.
"Toxic chemicals have caused several environment emergencies linking to water and air pollution. Drinking water crises hit many regions while 'cancer villages' and other severe cases of health and social problems emerged in some other regions," the ministry said.
According to the plan, sources polluting underground water will be under tight supervision by environmental watchdogs by 2020.
Shallow underground water in China has been severely polluted and the situation is deteriorating rapidly, with water quality data in 2011 showing that 55 percent of underground supplies in 200 cities was of bad or extremely bad quality, according to the Ministry of Land and Resources.
A review of underground water carried out by the ministry from 2000 to 2002 showed that nearly 60 percent of shallow underground water was undrinkable, the Beijing News reported yesterday.
Some reports in the Chinese media said water pollution was so severe in some regions that it caused cancer in villagers and even led to cows and sheep which drank it to become sterile.
In the latest pollution scandal, chemical companies in east China's Weifang City were accused of using high-pressure injection wells to discharge waste sewage more than 1,000 meters underground for years, seriously polluting underground water and posing a cancer threat.
The government of the city is offering 100,000 yuan (US$16,000) to anyone who blows the whistle on companies illegally discharging waste underground. So far, no companies have been caught for polluting the environment.

HANOI, Vietnam — Vietnam’s government has asked its citizens to debate planned revisions to the country’s constitution. But when journalist Nguyen Dac Kien weighed in on his blog, he quickly discovered the limits of its willingness for discussion. His state-run paper fired him the next day.
Kien had taken issue with a statement by the Communist Party chief in which he said discussions over the revisions should not include questions over the role of the party.

 In a post Monday that rapidly went viral, he wrote that the party chief had no right to talk to the people of Vietnam like this, and that state corruption was the real problem.
Kien said he wasn’t surprised by his firing, which was announced Wednesday in an article on page 2 of the Family and Society, the paper where he worked.
“I knew that there would be consequences,” Kien said by telephone. “I have always expected bad things to happen to me. The struggle for freedom and democracy is very long and I want to go to the end of that road, and I hope I can.”
Vietnam opened up its economy in the 1990s after the collapse of the Soviet Union deprived it of a vital economic partner and ally, but under an authoritarian regime, government critics, free speech activists and other people the party regards as dissidents can be locked up for many years. The emergence of the Internet as an arena of free and uncontrollable expression, coupled with a stuttering economy, has led to new pressures on the regime, but few think its grip on power is seriously weakening.
The government is revising the constitution for the first time since 1992, citing the need to speed up the country’s development.
Perhaps the most significant change in the draft on the government’s website is the removal of language stipulating that the state sector “plays the leading” role in the national economy. That could help the government in its pledge to restructure the country’s lumbering, corruption-riddled and unproductive state-owned sector, which eats up much of the national budget and has been blamed for the current economic difficulties.

The government has asked for public discussion on the revisions, even opening up its website for comments, a move that carried some risk. In response, a group of several hundred well-known intellectuals, including a former justice minister, have circulated an online petition calling for multiparty elections, private land ownership, respect for human rights and the separation of the branches of government. More than 5,000 people have signed it.
Vietnam’s state-owned television station quoted the Communist Party’s general secretary, Nguyen Phu Trong, as saying those ideas amounted to the abolishment of article 4 of the constitution, which guarantees the political dominance of the party. He said that was a “political, ideological and ethical deterioration” and should be opposed.
Kien immediately took to his blog, writing “you are the general secretary of the Communist Party of Vietnam. If you want to use the word deterioration, you can only use it in relation to Communist Party members. You can’t say that about Vietnamese people.” He said there was nothing wrong with wanting political pluralism, and that “embezzlement and corruption” by party members was a bigger problem.
The Family and Society newspaper, which is owned by the ministry of health, said in the article that it fired Kien for “violating the operating rules of the newspaper and his labor contract,” adding that he alone was “accountable before the law for his behavior.”
In a posting on his Facebook page after his firing, Kien said “whatever happens, I just want you to understand that I don’t want to be a hero, I don’t want to be an idol. I just think that once our country has freedom and democracy, you will find out that my articles are very normal, really normal, and nothing big.”
He also said he understood the decision of the paper’s editors, saying “if I were in their position, I may have acted the same.”

Der Generalsekretär Nguyen Phu Trong hatte moralische und ideologische Rückschritte angeprangert, weil manche Vietnamesen politische Reformen forderten. Der Journalist entgegnete in seinem Blog, das Problem sei vielmehr die Korruption zu Lasten der Bevölkerung.

Ông Nguyễn Đắc Kiên, phó phòng, biên tập viên trang báo mạng của báo Gia đình & Xã hội vừa bị buộc thôi việc vì viết nhận xét trên blog phản đối lập luận của Tổng Bí thư Nguyễn Phú Trọng về sự ‘suy thoái’.
Tờ báo Gia đình & Xã hội ra thông cáo chưa đầy một ngày sau khi ông Nguyễn Đắc Kiên đăng bài viết với tựa đề “Vài lời với TBT ĐCS VN Nguyễn Phú Trọng” trên mạng internet.
Trả lời phỏng vấn BBC chiều tối ngày 26/2, ông Kiên nói ban biên tập tờ báo đã có buổi làm việc với ông ngay sau khi nhận được thông tin liên quan đến bài viết này.

‘Mệnh lệnh đạo đức’

Ông Nguyễn Đắc Kiên nói bản thân ông hoàn toàn nhận thức hệ quả của việc viết bài viết trên.
“Sau khi nghe bài phát biểu của ông Tổng bí thư ĐCSVN Nguyễn Phú Trọng, với tư cách là công dân của nước Việt Nam, rất bất bình trước sự quy chụp về suy thoái lý tưởng, đạo đức,” ông nói.
“Tôi sống ở Việt Nam từ nhỏ, làm báo từ năm 2006 đến giờ. Tôi nhận thức được hệ quả sẽ đến với tôi.”
“Nhưng tôi khẳng định tôi viết bài này, cũng như những bài khác trên blog, hoàn toàn do mệnh lệnh đạo đức của tôi.”
Bài viết của ông Kiên cho rằng “không có điều nào nói xóa bỏ Điều 4 là suy thoái, muốn đa nguyên về chính trị là suy thoái, muốn phi chính trị hóa quân đội là suy thoái, chỉ có tham ô, tham nhũng… đi ngược lại lợi ích của nhân dân là suy thoái.”

Tác giả nói: “Tôi không chỉ muốn bỏ Điều 4 trong Hiến pháp hiện hành, mà tôi muốn tổ chức một Hội nghị lập hiến, lập một Hiến pháp mới.”

Thông cáo của báo Gia đình & Xã hội nói “anh Nguyễn Đắc Kiên (nguyên phóng viên) vi phạm Quy chế hoạt động của Báo và Hợp đồng lao động nên Hội đồng Kỷ luật của Báo Gia đình & Xã hội đã họp và ra Quyết định kỷ luật, buộc thôi việc đối với anh Nguyễn Đắc Kiên”.
“Hiện nay anh Nguyễn Đắc Kiên không còn tư cách là phóng viên Báo Gia đình & Xã hội và tự chịu trách nhiệm cá nhân trước pháp luật với các hành vi của mình.”
Khi BBC liên lạc chiều ngày 26/2, Tổng Biên tập báo, ông Lê Cảnh Nhạc, từ chối trả lời về vụ việc.
Viết trên trang Facebook cá nhân của mình, ông Nguyễn Đắc Kiên nói: “Tôi hiểu và tôn trọng quyết định của lãnh đạo báo.”
“Nếu ở cương vị của họ, có thể tôi cũng phải làm thế. Tôi hiểu là mọi thứ còn chưa bắt đầu,” ông Kiên viết.
Trong cuộc phỏng vấn với BBC tiếng Việt, ông Kiên cũng nói mong muốn của ông trước mắt là tiếp tục được đọc và nghiên cứu để tìm hiểu thêm về lịch sử và thể chế của Việt Nam.
”Như tôi đã nói trong một bài blog trên website của mình, con đường đến với dân chủ tự do là con đường đòi hỏi cần rất nhiều sự kiên nhẫn và tôi vẫn theo đuổi con đường đó”
