(MOFA-19/12/2013)- Sáng ngày 19/12/2013, tại Hà Nội, Hội nghị Ngoại giao lần thứ 28 tiếp tục chương trình làm việc với phiên họp về chủ đề “Ngoại giao góp phần thực hiện thắng lợi nhiệm vụ bảo vệ Tổ quốc”. Chủ tịch nước Trương Tấn Sang đã đến dự và phát biểu chỉ đạo. Tham gia phiên họp có Phó Thủ tướng, Bộ trưởng Ngoại giao Phạm Bình Minh, các đồng chí Lãnh đạo và nguyên Lãnh đạo Bộ Ngoại giao, các đồng chí Đại sứ, Trưởng Cơ quan đại diện Việt Nam ở nước ngoài, thủ trưởng một số đơn vị chức năng thuộc Bộ Ngoại giao.

To promote and protect human rights, including fundamental freedoms, democracy and dignity, we hereby announce the establishment of the Network of Vietnamese Bloggers. Human rights promotion and protection will remain our aim as long as there are widespread human rights violations in Vietnam. 

Our core values are transparency, community spirit, democracy, pluralism, and inclusiveness. The network is and will remain non-partisan and non-profit. 

The Network of Vietnamese Bloggers believes that the promotion of fundamental freedom is the prerequisite for the promotion of human rights. Every Vietnamese person must have the right to decide how to live his or her life and contribute to the development of our nation. Everyone must have the right to freedom of opinion and expression, including freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media regardless of frontiers. Therefore, the Network of Vietnamese Bloggers, with all our capacity, shall commit itself to protecting people’s rights and freedoms from restrictions and censorship.

The Network of Vietnamese Bloggers believes that human rights are for the benefit of every person, as well as a prerequisite for progress of our society and a shared desire of all peoples. Human rights are universal, indivisible and interdependent; they must be for all. Consequently, the Network of Vietnamese Bloggers commits itself to protecting and promoting human rights in Vietnam and contributing to improving the respect for rights in our region and in the world. 

The Network of Vietnamese Bloggers believes that every Vietnamese person must be treated with

The Taiwanese authorities on November 17 arrested seven suspects and seized 229kg worth $300 million, which was hidden in a cargo plane of China Airlines (Taiwan) which came from Vietnam.
Mr. Tran Cao Thuan, China Airlines representative in HCM City said that the airline received a transport order via email of the HCM City-based Korchina Logistics company at 10.05am on November 14.
This is a familiar client of China Airlines. The goods registered in the order is 12 speakers weighing 400kg and the sender is the Le Hoa Trade-Delivery Service Co., Ltd.
11am on November 15, the batch of 12 speakers was checked and delivered at the Tan Son Nhat Cargo Services in Tan Son Nhat Airport, HCM City. The goods were then put in a box coded AKE65814CI and moved into to plane with the supervision of the China Airlines staff.
This flight departed from Taipei, through Penang (Malaysia) and Ho Chi Minh City (Vietnam). In Penang, goods were dropped and new goods were loaded into to plane and then the flight continued to HCM City.
At 6.40pm on November 16, the aircraft made transit at the Tan Son Nhat Airport. Goods from HCM City were loaded into the plane, including the 438kg batch of Korchina Logistics agent.
At 11pm, the plane left HCM City to Taipei. The plane landed at the Taoyuan International Airport at 3.20am on November 17. The batch was inspected by the Taiwanese authorities and police dogs found 229kg of heroin hidden in the speakers. Heroin pieces were covered by chocolate to avoid being detected by police dogs.
Shortly after the shipment was seized, the representative office of China Airlines in HCM City was informed of the incident. According to Thuan, China Airlines is associated with the customs and security agencies to investigate the incident.
According to the China Airlines representative, this is the biggest case of heroin transport in the firm’s history. Normally, the airlines only receives goods via agents, not from individual clients to ensure credibility. "Upon receipt of orders, we only know the name of products and the weight. Classification and inspection of goods are performed by the authorities," said Thuan.
A leader of the Vietnam General Department of Customs confirmed the case. The customs agency is working with security agencies of Vietnam and Taiwan in investigation but details are not disclosed.

    Taipei, Nov. 17 (CNA) Authorities seized 229 kilograms of heroin from a cargo plane at Taoyuan International Airport and made several arrests Sunday in the largest drug bust Taiwan has seen in the past two decades.

    Police and customs officials searched the plane after it landed at around 3:20 a.m., discovering 600 bricks of the drug worth an estimated NT$9 billion (US$304.6 million) hidden in audio equipment shipped from Vietnam.

    Seven suspects, including a man surnamed Weng who is believed to be the head of the operation and several warehouse workers, have been arrested.

    The find and arrests mark the end of a two-year investigation that involved law enforcement in Taipei, New Taipei, Taoyuan County and Kaohsiung along with customs agencies.

    Authorities reportedly conducted wiretaps on around 20 phone lines with court permission this month alone to crack the case.

    Justice Minister Luo Ying-shay lauded prosecutors and police for their hard work, noting that they had only made use of wiretapping when necessary as a "weapon to effectively strike against criminals."

    Rotschlamm- Katastrophe in Vietnam

    Als ein Auffangbecken für Rotschlamm am 18. November. 2013 in Gemeinde Thuan Qui, Kreis Ham Thuan Nam, Provinz Binh Thuan aufbrach, verbreitete sich eine Schlammlawine über Dörfe und Felder. Der Ausmaß ist  unbekannt.

    China- Vietnam: DISCUSSION BETWEEN MAO ZEDONG, PHAM VAN DONG AND VO NGUYEN GIAP

    Pham Van Dong: We are very glad to see you healthy, Chairman Mao.

    Mao Zedong: Just normal, not very well& Among all of you here, is there anyone from the South?

    Vo Nguyen Giap: Comrade Pham Van Dong is a Southerner.

    Pham Van Dong: My native village is in Quang Ngai province [in central Vietnam], where people are fighting the enemy very well.

    Vo Nguyen Giap: Only in one year, people in Quang Ngai shot down almost 100 helicopters. They are fighting the puppet troops, [and] American and South Korean troops very well.

    Mao Zedong: As you are fighting, you have drawn experience, you have come to understand the rule. If you are not fighting you will not have experience, will not know the rule... It looks more or less similar to your resistance against the French.

    Pham Van Dong: We are now better than that and the fighting now is fiercer.

    Mao Zedong: So, I said you now know the rule.

    Pham Van Dong: We just began to do so.

    Mao Zedong: It is a matter of course that in the process, changes can occur. The most difficult years were from 1956 to 1959& In 1960 there were some good changes. From 1960 to 1961, the armed forces were still small. But in 1963 and 1964, the situation changed. And now, in 1965 and 1966, you have better understanding of the rule, based on your experiences fighting against French, Japanese, and now American troops. You also fought the Japanese, didn't you?

    Vo Nguyen Giap: Yes, we did, but not much; only in a small scale guerrilla warfare. In our fighting against the Americans, we always remember your words: try to preserve and develop our forces, steadfastly advancing forward.

    Mao Zedong: We have a saying: "if you preserve the mountain green, you will never have to worry about firewood." The US is afraid of your tactics. They wish that you would order your regular forces to fight, so they can destroy your main forces. But you were not deceived. Fighting a war of attrition is like having meals: [it is best] not to have too big a bite. In fighting the US troops, you can have a bite the size of a platoon, a company, or a battalion. With regard to troops of the puppet regime, you can have a regiment-size bite. It means that fighting is similar to having meals, you should have one bite after another. After all, fighting is not too difficult an undertaking. The way of conducting it is just similar to the way you eat.

    & I was told that you wanted to build a new 100 km railway, do our Chinese counterparts agree to help you?

    Zhou Enlai: We have had discussions on the issue. Some people will be sent [to Vietnam] to make a feasibility study.

    Mao Zedong: It is not too long, shorter than the distance from Beijing to Tianjin.

    Pham Van Dong: We will make the feasibility study together with Chinese comrades.

    Mao Zedong: It's all right, for the sake of war. What about the matter of food supply?
    Zhou Enlai: We discussed this with Comrade Li Xiannian.1 We will provide 100 thousand tons of rice, 50 thousand tons of maize.

    Pham Van Dong: So, this year alone, China helped Vietnam with approximately 500 thousand tons of food. This help is very great.

    Mao Zedong: We can help you. Last year we had good crops.

    Pham Van Dong: Thank you, Chairman Mao.

    Mao Zedong: If you want to say thanks, you should say it to our peasants& Later, when you have dinner with Comrade Zhou, you can ask Comrade Wei Guoqing how he was criticized by the Red Guards. I know comrade Wei because he often visits and reports to me when he comes back from working visits to Vietnam. Who is now the new [Vietnamese] ambassador?

    Zhou Enlai: Comrade Ngo Minh Loan2. 

    Mao Zedong: Which [Chinese] character is [Loan]?

    Zhu Qiwen: Phoenix-like.

    Mao Zedong: This kind of bird is very strong.

    Pham Van Dong: Comrade Loan will try his best to continue the job by Comrade Tran Tu Binh3, that is, to strengthen the friendship between the two countries.

    Mao Zedong: I am sorry that Comrade Tran Tu Binh passed away.

    Pham Van Dong: We are also very sad about it.

    Mao Zedong: What kind of illness did he have?

    Pham Van Dong: The same illness he had before and after he came back home, he was too busy.

    Vo Nguyen Giap: He passed away after having a serious cold. He was in the same hospital with ambassador Zhou Qiyun.

    Zhu Qiwen: The Friendship Hospital. I also have a record of high blood pressure.

    Pham Van Dong: Today, we would like to pay a courtesy visit to you, Chairman Mao, Vice Chairman Lin [Biao] and other comrades. Once again, thank you very much.

    Mao Zedong: You have been bravely struggling both in the North and in the South.

    Pham Van Dong: It's because we are learning Chairman Mao's military thinking.

    Mao Zedong: [It is] not necessary. Without it, you still can gain victory. In the past, you were fighting the Japanese, the French. Now you are fighting the Americans.

    Pham Van Dong: Thanks to the military policy of our Party and also to Mao Zedong's military thinking.

    Vo Nguyen Giap: As I remember, at one time during our resistance war against the French, Comrade Zhou sent president Ho a telegram that read: "Now is not the right time to have a peaceful solution. You should continue fighting." [Ed. note: Giap refers to late 1949 or January 1950.]

    Zhou Enlai: At that time, the French were going to recognize us. But because we recognized Vietnam they ignored us. As Lenin taught, big countries have the responsibility to encourage the world revolution. At that time revolution was victorious in Russia, so Lenin thought of China and India. Now, Lenin's desire has been half-realized: the Chinese revolution has been successful. Yet, reality has not developed the way people want it to be. Some smaller countries gained victory earlier. Victory in Korea is followed by the one in Vietnam.

    Gerade habe ich eine schier unglaubliche Heldengeschichte gelesen: Ernst Frey kommt 1915 in Wien auf die Welt. Seine Eltern sind einfache Leute. Als kommunistischer Kader lernt der junge Frey Schuschniggs Kerker und den Kampf aus dem Untergrund kennen. Doch der Einmarsch der Nazis zwingt ihn, seine wehrlosen Eltern in Wien zurück zu lassen und zu fliehen.
    Im tief verschneiten Hohenems überquert er den Alten Rhein Richtung Schweiz. Versehentlich schwimmt er zurück. Trotz dreimonatiger Haft in Feldkirch entgeht er der Gestapo-Bürokratie und wird lediglich aufgefordert, das deutsche Reich zu verlassen.
    Die kleine jüdische Gemeinde in St. Gallen versorgt ihn und 
    Freund/innen aus Wien verhelfen zur Weiterreise ins Pariser Exil.

    Chinas Hacker haben einen schnellen Weg zur Entwicklung von Cyber-Attacken gefunden. Sie warten darauf, dass Unternehmen Fehler an ihrer Software beheben und entwickeln dann auf dieser Grundlage Hacker-Software.
    Mit Hilfe dieser neuen Software können sich die Hacker dann automatisch Zugriff auf Computer und Systeme verschaffen, bei denen die Updates fehlschlugen.
    Das für Cybersicherheit zuständige Unternehmen TrendLabs verfolgte diesen Prozess in Echtzeit. Es beobachtete eine Gruppe von chinesischen Hackern, die sich einen Sicherheits-Patch vornahmen. Sie installierten ein automatisiertes Hacker-Tool und begannen dann mit den Angriffen.
    Vor etwa einem Monat brachte die Apache Software Foundation, eine Organisation zur Förderung der Apache-Softwareprojekte, ein Update ihrer bekannten Struts-Framework-Software heraus, nachdem sie eine Sicherheitslücke entdeckt hatte, die es den Hackern ermöglichte, Servern einen Code hinzuzufügen.
    TrendLabs erklärte auf ihrem Security Intelligence am 14. August, dass sie dieses Tool am 19. Juli zum ersten Mal feststellte - nur drei Tage nachdem der Sicherheits-Patch herausgebracht wurde.
    Darin hieß es: „Wir haben Angriffe gegen asiatische Ziele mit diesem speziellen Hacker-Tool festgestellt. Das bedeutet, dass diese Mängel an Struts direkt zu potenziellen Bedrohungen durch Akteure in der freien Wildbahn ausgenutzt werden.“
    Mit diesem Tool sollte jeder Struts-Server, dessen Systeme nicht aktualisiert wurden, angegriffen werden. Struts ist ein beliebtes Web Application Development Framework für Java, eine Codierungssprache, die die Entwicklung von Software ermöglicht.
    Laut TrendLabs könnte das Tool mit nur wenigen Klicks aktiviert werden und sich durch eine Hintertür Zugang zu einem Unternehmens-Server verschaffen. Auf diese Weise kann ein Hacker Zugang zu Informationen bekommen und aufrechterhalten, er kann Informationen stehlen und Hinweise auf Angriffen verbergen.

    Chinese Hackers Build Attack Tools From Security Patches

     Chinese hackers have found a quick road to developing cyberattacks. They wait for companies to patch their software, then create hacking software using information from the patch.
    The newly-created hacking software can then be used to automatically hack computers and systems that failed to update.
    Cybersecurity company TrendLabs observed this process in real time. It observed a group of Chinese hackers take a security patch, build an automated hacking tool, and then begin launching attacks.
    It started close to a month ago when the Apache Software Foundation released an update to its popular Struts development framework after it found a vulnerability that would let hackers add code to servers.
    TrendLabs stated on its Security Intelligence Blog on August 14 that it first noticed the tool on July 19, which was just three days after the security patch was released.
    “We have observed attacks against Asian targets using this specific hacking tool, which indicates these Struts flaws are being actively exploited by potential threat actors in the wild,” it states.
    The tool is meant to attack any Struts server that did not update their systems. Struts is a popular Web application development framework for Java, a coding language that lets people build software.
    According to TrendLabs, with just a few clicks, the tool could be used to create a backdoor in a company’s server. Using that backdoor, a hacker can gain and maintain access to information, steal information, and hide evidence of attacks.

    As Xi Jinping makes internal Party speeches about the need to stamp out and crack down on corruption, and institutes new rules, like a five year moratorium on constructing new official buildings, he has given a clear signal that another side of the Party’s policies won’t be changing: police violence toward activists.
    Calling for a democratic government that promotes “freedom, righteousness, and love,” the New Citizens Movement parallels the U.S. Declaration of Independence in its belief that a government’s duty is to protect human rights and serve the people’s interests.
    “China needs a movement to save itself from all its social problems: corruption, power abuses, and the wealth gap to name a few,” wrote Xu Zhiyong, a high-profile human rights activist who founded the movement with others, in a blog post in May.
    So far, the regime has reacted by arresting at least 15 activists as of July 26 and placing Xu under house arrest in April then detaining him on July 16. Xu was charged with “assembling a crowd to disrupt order in a public place” and corralled into a room with eleven theft suspects.
    “Arresting Xu is a clear violation of the freedom of speech,” said Beijing-based human rights activist Hu Jia in an interview with Epoch Times.
    “Authorities believe the Citizens Movement will have a huge impact on society, so they’re harassing and terrifying the participants in hopes of obstructing the movement,” Hu said. “Everyone should speak up to support these activists, because protecting their rights is protecting your own rights.”

On the other end, protesters like Ai Weiwei have grown disillusioned with the Party. Ai satirized some of the more optimistic activists in his profanity-laced song “Idiot” released in May, with a music video of Ai in jail, monitored by police even while on the toilet.

    Danlambao- At 12 p.m. today, Aug. 21, 2013, Hanoi Police unexpectedly mobilized its force to abduct Nguyen Van Dung (Facebook Aduku Adk). At the time of his arrest, Dung promptly sent out a text message to inform that he and a female friend were arrested while on the road.

    Shortly thereafter, police carried out an illegal search operation at Dung’s private residence at 201-A7, 1A Line, Khuong Thuong Co-Op, Ton That Tung Street, Dong Da District, Hanoi.

    Nguyen Van Dung, born in 1977, nick name Dung Aduku, is a very active participant in patriotic activities in Hanoi. Dung is also the 13th blogger to sign the Statement 258originated by the Network of Vietnamese Bloggers.

    Learning the news, some young bloggers in Hanoi rushed to Dung’s residence to help. However, upon arriving at the scene, they discovered many police in uniform were surrounding and blocking access to the building. According to Dung’s neighbors, police was carrying out a search operation inside Dung’s apartment. 


    A friend of Dung, Trinh Anh Tuan (Facebook Gio Lang Thang) said: Since noon, two contact 
    numbers of Dung have had ring tones but nobody picked up the calls.

    At 3 p.m., Tuan continued to call and only heard the noise in the background. To this point, all avenues of communication were completely cut off.

    Nguyen Van Dung, a native of Phu Tho, was arrested and detained in Hoa Lo Prison for 3 ​​days for participating in an anti-China protest in Hanoi in August 2011.

    By the end of August 2011, Quach Cong Ninh, a prisoner at Z30A prison in Xuan Loc was brutally abused by prison police. They shackled the victim’s legs, let the victim suffer thirsty and hunger while being sick. Consequently, after 8 days of enduring pains, the victim, Quach Cong Ninh, died while his legs were still shackled.

    “Shackles Discipline” is a form of barbaric torture and punishment frequently used in the communist prisons to control and repress prisoners. After the uprising in Z30A prison in Xuan Loc on June 30, Ho Thanh Dinh, a one star general of the notorious police force, threatened to carry out a sweep reprisal to persecute the prisoners who demanded to be treated as a human being. Among the punishments ruled out by Mr. Dinh, the lightest form would be disciplinary warning or leg shackles as the toughest.

    The painful death of prisoner Quach Cong Ninh has been covered up by Z30A prison in Xuan Loc. However, another prisoner who also suffered the same punishment with the victim did witness the entire sad story.
